The establishment of Douliu City "House of Citizen-Memorial Hall of Attendance" originated from the Crown Prince Hirohito's (later become the Emperor Showa) "Taiwan Imperial Visit Memorial" incident during the Japanese Colonial Period. Visits by the Japanese emperor is called "Hang Xing", while visits by the crown prince or empress is called "Hang Qi".The construction of Douliu City "House of Citizen-Memorial Hall of Attendance" was initiated by a local gentry named Wu Keming. He raised funds from community donations government funds. The hall served as a commemoration for Crown Prince Hirohito's visit. It was also a public congregation area for the residents, providing spaces for various events such as meetings, seminars, banquets and performances. After the restoration, the building was leased to several organizations including the "Groundwater Company", "Chiayi Motor Vehicle Office Douliu sub-division" and the "Public Employees Mart". In October 2011, Yunlin County Government officially commenced operation through outsource companies, and named the building as House of Citizen-Memorial Hall of Attendance. The name conveys both historical implications and the significance of providing an area to nurture the cultural and artistic sense of the community.
