The memorial was built to commemorate the sacrifice of the many workers who died building Keelung Harbor during the Japanese Colonial Period. It has three parts, a path, memorial square, and a memorial stele. It is located on the hill near the 3rd and 4th docks.The stone step path connects the memorial stele to the road, while the memorial square was for group worship. Walking up from the square, the tall and erect memorial stele comes into view. On the memorial, it recounts the bitter history of the establishment of Keelung Harbor. This is the optimal scenic spot to overlook the whole Keelung Harbor.
