Tainan Municipal Cultural Center began construction in June 1980 and its official inauguration was on October 6, 1984. In 2000, it was renamed the Tainan Municipal Art Center after the Tainan City Cultural Affairs Bureau was founded. On May 20, 2004, its name was once again changed back to Tainan Municipal Cultural Center after Tainan County merged with Tainan City on December 25, 2010. The center demonstrates the government's emphasis on cultural construction.
