Taiwan Prefecture Cultivation Department set up Forest Business Unit in 1902 and Sapling Breeding Bureau in 1925, in charge of the cultivation and management of forest resources. In 1942, Sapling Breeding Bureau was amalgamated with Zengwen River Forest and Irrigation Center to form Tainan Forest Administration, which was renamed again to be "Taiwan Prefecture Industry Department Forest Business Unit" in two years. After the Second World War, "Taiwan Prefecture Industry Department Forest Business Unit" was changed to become "Nan Agriculture and Forest Administration" and then renamed once again to be "Taiwan Provincial Forest Bureau Jiayi Branch Tainan office". Ever since the office was relocated, renovated and under the control of Tainan City Government in 2001, it has served as Confucius Cultural Park Tourist Center.
