The park is centered with a circle and planned with radial roads connected to each other. The circle of Minsheng Green Park (Tang De-Chang Memorial Park nowadays) is surrounded by important government offices, such as Tainan State Hall (National Museum of Taiwan Literature nowadays), He-tong-ting-she (Fire Department nowadays), Tainan Police Bureau (police station nowadays), Kangyo Bank (Land Bank nowadays), the District Court (planned place for the Judicial Museum nowadays), Meteorological Station (next to the Museum of Meteorology), post office, etc. The appearance of the city and architecture were changed by Japanese government. The original Minnan style architecture in Tainan was mixed with foreign style. New kinds of architecture started to appear on streets of Tainan and changed the appearance of Tainan City.
